that the community and protective services committee (cpsc) approve the addition of this item for consideration by the committee at the may 17thth, 2018 meeting, pursuant to section 89(3) of the procedure by-law.

whereas on april 13, 2016 city council approved new regulations for private transportation companies (ptcs); and
whereas these regulations provided that, given ptc vehicles would not be permitted to accept street hails, they would not be visually identifiable as vehicles for hire; and
whereas, on may 12, 2018, the ottawa police service charged a man with two counts of sexual assault after allegedly posing as an uber driver and trying to pick up women in the byward market; and
whereas, the ottawa police service has indicated that this is not an isolated incident; and
whereas instituting a requirement that vehicles serving as a private transportation vehicles, such as uber or lyft, be marked in an effort to improve public safety and to assist customers in verifying that the vehicle they are getting into is a legitimate private transportation vehicle; and
therefore be it resolved that staff be directed to include a review of the vehicle for hire by-law as it relates to the visual identification of private transportation vehicles for committee and council consideration in 2019 as part of the by-law review workplan.
