Motion To: WHEREAS Council has established a Winter Maintenance Reserve to smooth fluctuations in the operating budget requirement for winter maintenance and snow removal by funding cost overruns that may result from above-average winter maintenance expenditures and this Reserve, after three years of running deficits in winter operations, has a current balance of $2.1 million; and WHEREAS, during the Transportation Committee’s review of the 2015 Draft Operating and Capital budgets, the current challenges with respect to the City’s Winter Maintenance Reserve were recognized, with specific reference to the fact that this Reserve would be completely depleted if not for a number of one-time revenues that were found in 2014 to cover a $15-million deficit; and WHEREAS financial results from the first two months of the 2015 winter appear to be very similar to the 2014 winter, which are anticipated to result in all of the funds in the Winter Maintenance Reserve being used again in 2015; and WHEREAS, subsequen pop-out |

Motion To: WHEREAS the Planning Act, section 42 permits the utilization of cash-in-lieu of parkland funds for the acquisition of land to be used for park or other public recreational purposes, including the erection, improvement or repair of buildings and the acquisition of machinery for park or other public recreational purposes; and WHEREAS current Council policy does not permit the utilization of cash-in-lieu of parkland funds for any costs associated with lifecycle replacement that is not designed to increase the capacity or usability of existing infrastructure but such expenditures are eligible for such funding under the Planning Act section 42; and WHEREAS staff has indicated that they will be bringing forward a report in the spring that will provide an analysis of the current cash-in-lieu of parkland funds, as well as recommendations with respect to permitting the utilization of these funds for lifecycle replacement costs; and WHEREAS it is also deemed desirable to permit that cash-in-lieu of parkl pop-out |

Motion To: WHEREAS, although it is recognized that the City’s budget process has been developed and refined over a number of years based on past practice and experience, there is always value in reviewing those practices to see if there can be further improvement; and WHEREAS there may be useful lessons learned from this year’s process especially for those Members of Council who have gone through the City’s budget process for the first time, such as (but not limited to) the desirability for budget documents to be more user-friendly, the identification of unfunded pressures and consideration to improving the budget public consultation process and initiating it before the budget directions are set, and WHEREAS it is expected that the process for the development of the 2016 Draft Operating and Capital Budget will begin within a matter of months; THEREFORE BE IT RESOLVED that staff be directed to conduct a budget survey (electronic or in-person) for all Members of Council about all aspects of the 2015 b pop-out |
